Small business incentives in Dubai, UAE

Dubai, known for its ambitious projects and innovative approach to the economy, continues to attract entrepreneurs from around the world. In an effort to stimulate small business development and strengthen the domestic economy, the UAE government offers attractive incentives that can be a significant help to aspiring entrepreneurs.

The preferential policy is based on Federal Decree-Law (47) of 2022 on the taxation of corporations and enterprises. This document stipulates that certain companies that meet the criteria may be recognized as having no taxable income. This means that, subject to a number of conditions, your business in Dubai may be exempt from corporate tax.
The key factor is the size of the business. The incentives are primarily aimed at small businesses with a turnover of less than 3 million dirhams (approximately US$817,000). Consulting with local legal advisors and tax experts will allow you to obtain qualified assistance and ensure that your business meets all the requirements for receiving benefits. Keep in mind that legislation is constantly evolving, so it is important to keep track of changes and update your knowledge.

There are categories of enterprises that cannot take advantage of the benefits. These include:

  • Members of multinational business groups with large turnover. If a company is part of a group whose total income exceeds AED 3.15 billion (approximately US$857 million), the benefits will not be available.
  • Companies operating in certain free zones and already benefiting from a zero corporate tax rate.
The country's legislation strictly monitors compliance with the rules and suppresses any attempts at abuse. Particular attention is paid to situations where companies deliberately divide their activities into several small companies solely to meet the turnover threshold of 3 million dirhams and qualify for benefits. Such actions will be considered illegal and may result in serious consequences, including fines and loss of benefits.
Small business benefits in Dubai are a great opportunity for aspiring entrepreneurs to significantly reduce their tax burden and channel the freed-up funds into developing their business. However, it is important to remember that receiving benefits is subject to certain conditions and requirements that must be strictly adhered to. Keep in mind that studying the features of the tax system and consulting with specialists is the key to successfully using benefits and ensuring the prosperity of your business in the UAE.
