DAMAC Hills is a more affordable area. It attracts families with children thanks to its peaceful atmosphere and the presence of parks and green areas. People of different nationalities live here, including a large number of Russians. 
Dubai Hills attracts those who enjoy a comfortable life surrounded by greenery. It is considered one of the most prestigious areas. 
As for the attitude of local residents towards foreigners, it is generally tolerant and respectful, provided that local laws are observed and Arab culture and religion are respected. Emiratis value politeness, modesty, and compliance with social norms. Disrespect for local traditions or laws can lead to misunderstandings and negative consequences.
 
However, it is worth noting the spread of Russian-speaking infrastructure in Dubai. Indeed, in recent years, many businesses catering to Russian-speaking customers have opened in the emirate: clinics with Russian-speaking staff, beauty salons, restaurants serving Russian cuisine, and shops selling products from Russia and the CIS. This creates additional comfort for Russian expats.
Thus, there are no isolated “Russian districts” in Dubai, nor are any expected to form. Russian-speaking residents are scattered throughout the city, choosing areas according to their preferences. At the same time, locals are generally tolerant and respectful of foreigners, and the presence of a developed Russian-speaking infrastructure makes Dubai a very comfortable place for Russians to live. The main thing is to obey local laws and respect the culture of the Emirates.
