Product Certification in Dubai, UAE

The United Arab Emirates is a rapidly growing economic hub that connects East and West, serving as a center for innovation and vast business opportunities. Entering this thriving market is a goal for many entrepreneurs. However, to successfully introduce your products and secure a place on store shelves or in industrial supply chains, it is essential to complete a crucial step — product certification. This process confirms product quality and safety, as well as compliance with both local and international standards.

Stage 1: selecting the type of certificate and preparing documentation

The first and most important step is to clearly determine which type of certification is required for your product. The UAE has a wide range of standards and regulations depending on the product category (such as electronics, cosmetics, food products, construction materials, etc.).

At the same time, it is necessary to prepare a comprehensive package of supporting documents, which will form the basis of your application:
  • Certificate of Origin
Issued by the Chamber of Commerce in your country. This document confirms the country of manufacture and is essential for customs procedures and trade agreements.
  • Commercial Invoice
Сontaining detailed information about the goods, including quantity, value, and delivery terms. Accuracy is critical to avoid discrepancies and delays.
  • Packing List
Specifying the contents of each shipment, including product names, quantities, and both net and gross weight.
  • Bill of Lading
Or other transport documents (such as an airway bill or railway consignment note), confirming shipment and ownership of the goods.
  • Special requirements for food products
If your business involves exporting food, additional sanitary and hygiene certificates are required. These documents must confirm product safety and compliance with quality, health, and hygiene standards. Laboratory test reports are often necessary to verify composition, shelf life, labeling, and the absence of harmful substances.

Stage 2: choosing a certification authority

Once the documentation is prepared and the certification type is identified, the next step is to determine which authority in the UAE will assess your product’s compliance. Several key institutions are responsible for certification and quality control:
  • Emirates Authority for Standardization and Metrology
The main national body responsible for standardization and metrology. ESMA develops regulations and issues conformity certificates for a wide range of products, including household appliances, electronics, automotive parts, cosmetics, and more.
  • Department of Accreditation
In certain cases, accreditation of laboratories or inspection bodies is required. This department ensures the competence and impartiality of organizations conducting testing and inspections.
  • Food Control Department
Mandatory for all food-related products, including fresh, processed goods and beverages. Depending on the emirate, it may operate under a municipality (for example, Dubai Municipality Food Safety Department) or at the federal level. This authority oversees the import, production, and distribution of food products to ensure consumer safety.
  • Abu Dhabi Quality and Conformity Council - ADQCC
If your primary market is Abu Dhabi, this authority plays a key role. It is responsible for developing quality infrastructure, standardization, and conformity assessment within the emirate.

Stage 3: application submission, inspections, and certificate issuance

After selecting the appropriate authority, you must submit an official application, typically through an online portal. The full set of documents must be attached, and applicable government fees and administrative charges must be paid, depending on the product type and authority involved.

The submitted information is then carefully reviewed by experts. Be prepared for both document verification and physical inspections. Product samples may be sent to accredited laboratories for testing to ensure compliance with safety, quality, performance, and composition standards. This is particularly important for food products, pharmaceuticals, and electronics. In some cases, inspection of the manufacturing facility may also be required.

If all requirements are met and the product successfully passes all checks, the certification authority issues an official Certificate of Conformity. This document serves as formal approval for importing and selling the product within the UAE.
It is also important to note that businesses involved in import and export activities must obtain a relevant trade license. This requirement is separate from product certification but is essential for conducting legal commercial operations. Companies must be registered in the UAE (either in a free zone or on the mainland) and obtain a Trade License permitting import-export activities. This process can be complex and involve multiple steps. For this reason, many businesses, especially at the initial stage, choose to work with local consultants or specialized firms. Their expertise and knowledge of local regulations can significantly simplify the process, reduce risks, and accelerate market entry.
