Free Zones offer 100% foreign ownership, preferential tax rates, relatively affordable startup costs, and simplified registration procedures. However, business activities are generally limited to the territory of the selected Free Zone.
Mainland registration allows operations without territorial restrictions and provides broader opportunities for business development within the country. For an event agency planning to operate throughout the UAE, mainland registration may be more suitable. Nevertheless, consulting legal advisors is recommended to choose the most appropriate jurisdiction for your objectives.

Office lease.
A legal address is a mandatory requirement for registration. You may lease either a physical or a virtual office depending on your needs.
When selecting office premises, consider convenient location for clients, sufficient space for comfortable team operations, rental costs, and availability of necessary equipment and communications.

Submitting a license application.
Before submitting documents, it is important to define the specific activities you plan to undertake (for example, organizing weddings, conferences, exhibitions, etc.). You must select the appropriate license type within your chosen jurisdiction where the company will be registered. Special attention should be paid to requirements for certain activities, as some may require additional approvals from regulatory authorities. For instance, organizing ticketed events requires separate approval from the Dubai Department of Economy and Tourism (DET, formerly DED). This may involve submitting additional information such as an event plan, budget estimate, and expected number of attendees.
